“All parties should put an immediate end to all attacks against civilians, as well as weapons discrimination unemployed in populated areas,” requires the United Nations Security Council, quoted by HRW.
Thus, people who plan, order or carry out such unlawful attacks with criminal intent, including in the context of command responsibility, may be prosecuted for war crimes, deducted the report.
He concluded: “Governments and those who provide military assistance to the belligerents responsible for widespread or systematic law of war violations incur the risk of being complicit in such abuses – and should withdraw support.”
