The report of 79 pages, entitled “” He Did not Have to Die “Indiscriminate Attacks by Syrian Opposition Groups” “(” “He would not have died” Indiscriminate attacks carried out by the Syrian opposition groups “) , comes from a survey of dozens of attacks in densely populated areas under government control in Damascus and Homs, from January 2012 to April 2014. Such attacks continue in 2015.
“Civilians pay the price, whether in the areas controlled by the government or those in rebel hands without appropriate international response,” said Nadim Houry, deputy director of the Middle East and North Africa division.
HRW investigated 25 incidents, including 17 car bombings and other attacks improvised explosive devices.
These attacks car bomb hit the shopping and residential areas, city centers, in one case, a cemetery during a funeral. In another case, the explosion of two bombs on October 1, in front of an elementary school Akrama in Homs, said dozens of civilians dead, including more than 45 children.
Witnesses stated that no military target linked to the Syrian government was near the scene of the attack. Moreover, many of these areas have a high concentration of religious minorities.
“In addition to being blind, many of these attacks seem to have had the main objective to spread terror among the civilian population,” the report said.
Extremist groups such as “Al-Nusra Front” and “Daech” and the rebels supported by the West, as the fighters of the so-called “Free Syrian Army” (ASL), are responsible for these indiscriminate attacks , said the NGO.
According to HRW, these groups said that any population considered to have a link with the government or supporting the latter was likely to be attacked. Such arguments, however, have “no validity under the law of war” says the report.
“All parties should put an immediate end to all attacks against civilians, as well as weapons discrimination unemployed in populated areas,” requires the United Nations Security Council, quoted by HRW.
Thus, people who plan, order or carry out such unlawful attacks with criminal intent, including in the context of command responsibility, may be prosecuted for war crimes, deducted the report.
He concluded: “Governments and those who provide military assistance to the belligerents responsible for widespread or systematic law of war violations incur the risk of being complicit in such abuses – and should withdraw support.”
Analysis of the 30 September 2013 BBC Panorama documentary 'Saving Syria's Children' and related BBC News reports, contending that sequences filmed by BBC personnel and others at Atareb Hospital, Aleppo on 26 August 2013 purporting to show the aftermath of an incendiary bomb attack on a school in Urm Al-Kubra are largely, if not entirely, staged.
